BOC adopts FY2019 budgets for general fund and SSD

In a called meeting Aug. 31, the Putnam County Board of Commissioners voted 3-2 to adopt a $17,258,007 general fund budget and $1,884,742 budget for the Special Service District (SSD). That’s about a $187,000 increase from last year for those combined funds.

Commissioners Kelvin Irvin, Daniel Brown and Trevor Addison supported making changes that included an additional $150,000 to Putnam General Hospital, about $35,000 to the health department and about $14,000 to the magistrate’s office budgets.

Chairman Dr. Steve Hersey opposed making any changes to the proposed budget stating he preferred the budget as proposed, and Vice Chairman Alan Foster preferred applying an additional $300,000 from the fund balance to forestall a possible tax increase.

Those changes meant a $187,751 increase in the general fund budget from the proposed budget announced last July, and a $46,062 increase for the SSD budget.

The adopted budget also calls for $834,912 being appropriated from the general fund balance to the general fund instead of the anticipated $415,061.

Also on the agenda at the called meeting, commissioners agreed unanimously to authorize the chairman to sign a resolution to create a special service district fund balance. Commissioners will decide at a later date how much money/ savings to assign to that fund.
